2024 Villar Foundation Awards

AWARDS MANAGEMENT

The AWARDS Program is manage by the Villar Foundation, a hub of advocacies, activities and
actions to help poor Filipinos.

Empowering the poor and underprivileged has been a key advocacy of the Villar Foundation
since it was established in 1995 by its Founding Chairman and Former Senate President Manny
Villar and Senator Cynthia Villar.

The Villar Foundation serves as home of all their efforts and endeavors in fulfilling their
advocacies. It is more than a showcase of the Villar’s past, present and future efforts to reduce
poverty in the country. It is a working hub and proactive center. Its name alone highlights and
promotes the value of hard work as a tool in overcoming poverty. The Villar Foundation will
guide, train, teach and empower womenfolk, the youth, jobless and even relatives of overseas
Filipino workers (OFWs) to uplift their lives as well as enhance their skills and know-how.

OBJECTIVES OF VILLAR FOUNDATION AWARDS

  1. To recognize outstanding initiatives of community enterprises as models of good practices in income poverty reduction;
  2. To document and share these outstanding initiatives through the Villar Foundation Poverty Knowledge Management Resource Center;
  3. To inspire exchange, transfer or adaption of these outstanding initiatives to other places in the country through action, research, capacity building, conferences and symposia, and
  4. To enhance capabilities in reducing poverty of women, youth cooperatives, farmers’ organizations and local governments.

THE AWARDS SCREENING AND SELECTION PROCESS

  1. The process starts with direct submission of application form and requirements needed from the community enterprise which shall be sent to [email protected] on or before October 15, 2024 with the subject “2024 VFA – [Name of Social Enterprise]”.
  2. Once submitted, the National Screening Committee (NSC) of the 2024 Villar Foundation Awards on Poverty Reduction will assess all submitted applications and come up with the Top 40 Community Enterprises.
  3. The Top 40 Community Enterprises will be scheduled for site validation by the National Screening Committee. Based from the site validation, the National Screening Committee will choose the Top 20 Community Enterprises and schedule them for the Final Interview.
  4. The Top 20 Community Enterprises will undergo a Final Interview wherein they will have a 10 minute presentation followed by the question and answer portion.
  5. After the final interview, the NSC members will deliberate on their preference for the 20 Most Outstanding Community Enterprise who will each receive a bamboo trophy and cash incentives of TWO HUNDRED AND FIFTY THOUSAND PESOS (P250,000.00) the cash incentives should be used to start a new enterprise or expand the existing enterprise.

ELIGIBILITY CRITERIA AS BASIS FOR DETERMINING ELIGIBLE APLICANTS

The Community Enterprise:

SELECTION CRITERIA AS BASIS FOR DETERMINING THE FINALISTS AND AWARDEES

  1. EFFECTIVENESS – the degree to which the initiative has achieved tangible results like increase in household income or creation of jobs
  2. SIGNIFICANCE – the degree to which the program addresses the problem of income
    poverty in a community
  3. FINANCIAL VIABILITY – the degree to which the enterprise is able to generate its own
    income sufficient enough to meet its core operating expenses and financial obligations
    as well as being able to invest in its future growth and development
  4. SUSTAINABILITY – the degree to which the enterprise will continue to operate in the
    long term; being able to balance the need to generate income at the same being
    concerned about conservation, protection and restoration of the environment; having the
    organizational capacity to continue to achieve its enterprise goals;
  5. ADAPTABILITY – the degree to which the initiative or parts of it has been successfully
    adapted by others or shows promise of being adapted by others.

Sagip Bukas (Save the future) a Movement for a Drug Free Las Piñas



Addiction to prohibited drugs has destroyed numerous lives – not only of the user but also that of his or her family. The Villar SIPAG recognized early on that education is a key to preventing the spread of this threat. In 1994, a school-based anti-drug abuse campaign was launched.

Dubbed as Sagip Bukas (Save the Future), the program primarily addresses the students in the 5th and 6th grades and in high school, as well as their parents and teachers. More than just providing information on the perils of drug abuse, discussions are held on the important role of the family and community in preventing and fighting this menace. To make the program inclusive and get the out-of-school youth involved, peer interaction and support group programs are simultaneously conducted. Since its inception, Sagip Bukas has reached an audience of over 80,000.

In 1994, the City of Las Piñas earned a special award jointly given by the Office of the President and the Department of Interior and Local Government for its well-rounded approach to the drug abuse problem through the Sagip Bukas Program.

Excellence Awards

Villar SIPAG will be the lead agent in providing opportunities for learning and development of the youth .

In 1996, Villar SIPAG began a tradition recognizing excellence among the students in the public elementary and high schools in Las Piñas and Muntinlupa. The Villar Excellence Award has been given every year to the valedictorian of each graduating class to recognize academic achievement and encourage the pursuit of excellence among Filipino students. The nationwide search for outstanding graduates of public high schools and state colleges and universities started in 2001.

Villiards

 VILLARDS: The Manny Villar Cup – Billiards Tournament is a key project of Senator Manny Villar under his “Tulong sa Pagsulong ng Philippine Sports” program, which started in May 2008, with a 6-day kick-off tournament that happened at Starmall Alabang, Muntinlupa City.

It showcases the world-class Filipino cue artists like Efren ‘Bata’ Reyes, Francisco ‘Django’ Bustamante, Alex Pagulayan, Dennis Orcollo, Ronnie Alcano, Roberto Gomez, Lee Van Corteza, Rubilen Amit, Warren Kiamco, Joven Bustamante, Ramil “Bebeng” Gallego and more compete against each other.

VILLARDS CUP, also, creates a venue to discover future cue masters with its Sipag at Tiyaga Local Amateur Category, wherein amateur players from the host province or region are given the chance to develop their talents and compete side-by-side with the masters.

Former amateur players, like Carlo Biado and Ricky Zerna, are already playing in international competitions and they are very proud to say that they have started from this cup, and surely have gone a long long way.

Since 2008, VILLARDS CUP produced 10 winners and had been to Muntinlupa City, Cebu, Bulacan, Davao, Quezon City, Baguio, Isabela, Region 4-A and Iloilo to name a few. It also had a special Media Edition and has also been to the 21st Ad Congress in Subic, Olongapo City.

Villiards: The Manny Villar Cup Billiards Tournament

More than P700,000 pesos in cash are being given away every leg. This project inspires a lot of sports fanatics in different cities of the Philippines, even non-enthusiasts of the sports, considering the fact that only the Villards Cup was able to put all these stars together in a single event! Even visiting foreigners in the country are joining this cup.

Old-time billiards champion, Amang Parica, have heard of this project and came to the Philippines during Villards Cup Batangas Leg to once again join his long-time fellow Efren Bata Reyes. They even had an exhibition game which excited the crowd and brought the house down!

This cup is also an avenue for local billiards players to perfect their craft in preparation for their other competitions in different countries.

Even our dear friends from the press also had their own version of this sports actiivity by having the Villards Kapamilya Cup (Media Edition).

VILLARDS CUP is in cooperation with the Billiards and Snooker Congress of the Philippines (BSCP), Billiards Managers and Players Association of the Philippines (BMPAP), Puyat Sports, Negros Billiards Stable and Bugsy Promotions.

Sports sa Barangay

Basketball is one of the favorite sports of Filipinos – young and old alike – and inter-barangay tournaments are popular across the country.

To generate interest in sports and fitness, the Tropang Villar Team starting making its rounds in 2009, visiting all the barangays of Las Piñas conducting free basketball clinics. This is part of Villar SIPAG’s youth development program, using sports as a means of instilling the values of discipline, team work, and striving for excellence.

During the first run in 2009, Tropang Villar, headed by Las Piñas Congressman Mark Villar, gave out more than 5,000 basketballs and jersey shirts to the participants and held exhibition games featuring stars from the Philippine Baskeball League (PBL) such as Egay Billones and Ron Zagala.

The summer months of April and May in 2011 will see another rolling out of the Tropang Villar basketball tournaments in Las Piñas.

Mission Statement

Villar SIPAG believes in the courage, heroism and hard work
of overseas Filipino workers and is committed to help, protect and serve
them and their families wherever they are.

Villar SIPAG, through the initiatives of its chairman Senator Manny Villar, has been consistently and untiringly providing assistance to distressed overseas Filipino workers or OFWs throughout the decades.

Sagip OFW / OFW Assistance

It is estimated that nearly two million Filipinos leave the country to work overseas each year. This roughly translates to over 4,000 workers being deployed daily. It is unfortunate that many OFWs fall victims to illegal recruiters, are maltreated by their employers, or get entangled in criminal operations.

Through the initiatives of and financial assistance from Senator Manny Villar, the Villar SIPAG established the Sagip OFW (Save the OFWs) program in 2008. Since then, there have been at least a thousand OFWs who have been assisted either by being provided airfare to return to the Philippines as well as their return trip to their home provinces, medical aid, burial services assistance, legal aid, and livelihood skills training and business start-up assistance.

When asked why he has chosen to assist OFWs, Senator Villar says, “I started my home-building company by building one house at a time and the very first person who trusted me was the wife of an OFW – Mrs. Magtibay entrusted to me her husband’s hard-earned money from being a seaman in exchange for the first house I built, it was the break that got me started. They had to endure being away from each other in order to provide their children a home and education. This is the sacrifice that our OFWs have to make. This is why I feel a strong connection with the Filipinos and Filipinas who have been pushed to work abroad because they feel their opportunities for a better life are better outside their own country.”

The stories of some OFWs who were assisted by the Villar SIPAG are featured in the book Lakbayani, published in 2010.

Skills UP & Livelihood Assistance Package

Besides repatriating distressed or troubled OFWs, the Villar SIPAG also provides them livelihood opportunities. The foundation has forged partnerships with various organizations like the Ople Center that can assist returning OFWs gain the necessary skills that will allow them to find employment locally, or better yet, to set up their own enterprises.

Many of those who exhibited strong resolve to become entrepreneurs were assisted through micro business start-up packages.

Such is the case of Jeanilyn Martinez, a 30-year-old single mother who was repatriated from Jordan in 2008, along with her two-year old daughter who was born there. Jeanilyn returned to her hometown in Bacolod City, Negros Occidental where she has set up a sari-sari store (mini variety store) to have a steady source of income. The foundation provided her with the startup inventory for her sari-sari store.

Erlinda Endrinal, 59 years old, is another beneficiary of this program. She was repatriated from Saudi Arabia in 2009 and now lives in Lemery, Batangas. She received a piggery business start-up assistance package.

Women and family breadwinners are typically given priority in granting livelihood assistance.

OFW Medical Assistance

Several repatriated OFWs suffer from physical abuse and maltreated abroad. Villar SIPAG’s ensure that they are in good health when they get back to the country.

OFW Repatriates are given medical attention as soon as they get back to the country.

One of them is Neneng delos Santos, a 41-year-old OFW from Riyadh, Suadi Arabia. She has five children. While working abroad she suffered from fallen bladder or cystocoele, due to carrying heavy luggages in her job. She was part of the batch that was sent home in 2009.

Villar SIPAG facilitated and sponsored the repair of her bladder.
